Which San Marino Stories Survive the Evidence?

San Marino does not have a long catalogue of internationally famous hoaxes.

Introduction

The distinction between these cases matters. The story of Saint Marinus is not best described as a fraud: it is a medieval religious tradition that helped a small community explain and defend its independence. The Ventoso “menhirs”, by contrast, became an example of sensational archaeology surviving after expert objections. Recent falsehoods have worked through familiar digital mechanisms—misread statistics, copied articles, alarming messages and impersonation. Together, they show how San Marino’s antiquity, sovereignty and small scale can make certain claims unusually persuasive.

Was San Marino really founded in 301?

San Marino officially celebrates 3 September 301 as its traditional foundation date. According to the familiar account, Marinus was a Christian stonecutter from Dalmatia who came to the Rimini area, withdrew to Mount Titano during persecution and established a religious community. Later versions add healings, a miraculous encounter with a bear, the donation of the mountain by a woman named Felicissima and Marinus’s final declaration that his followers should remain free from both secular and religious rulers.[visitsanmarino.com]visitsanmarino.comVisita San Marino, portale ufficiale History of San Marino | Visit San MarinoVisita San Marino, portale ufficiale History of San Marino | Visit San Marino

This is frequently simplified into the claim that a recognisable republic was founded on a precise day in 301. The historical evidence does not support that literal reading. San Marino’s own tourism authority describes the account as a legend and separates it from the documentary record. The first surviving written evidence for an organised community on Mount Titano is the Placito Feretrano of 885, while the first Captains Regent—the republic’s paired heads of state—are recorded in 1243.[Visita San Marino, portale ufficiale]visitsanmarino.comVisita San Marino, portale ufficiale History of San Marino | Visit San MarinoVisita San Marino, portale ufficiale History of San Marino | Visit San Marino

The story comes from medieval hagiography: religious writing intended to celebrate a saint rather than provide a modern critical biography. The surviving tradition was written centuries after the period it describes, and its different versions do not agree in every detail. The famous declaration of freedom is especially doubtful as a fourth-century utterance because its contrast between imperial and papal authority reflects the political world of the Middle Ages much more closely.[eTD]etd.ceu.edue TDMartyr Memories: The Afterlife of the Martyrdom of IrenaeusMartyr Memories: The Afterlife of the Martyrdom of Irenaeus…June 15, 2015 — by M Vuković · 2015 · Cited by 5 —… Scholarship…Published: June 15, 2015

That does not make the whole tradition a deliberate hoax. Marinus may preserve the memory of an early Christian hermit or local religious community. Archaeology also confirms that Mount Titano was occupied long before the Middle Ages, although prehistoric or Roman settlement is not evidence for a republic founded in 301. The responsible conclusion is that the founding saint belongs to San Marino’s cultural memory, while the state’s traceable institutional development occurred gradually during the medieval period.[researchgate.net]researchgate.netResearchGate(PDF) From the “Treasure of Domagnano” to…January 1, 2009 — THE ARCHAEOBOTANY IN THE REPUBLIC OF SAN MARINO revealed sever…Published: January 1, 2009

Why the legend became politically useful

For a vulnerable community surrounded by larger powers, an ancient founder offered more than an attractive story. Marinus linked religious legitimacy, ownership of Mount Titano and political freedom in one narrative. The supposed final declaration of independence could be invoked as evidence that Sammarinese liberty was not a temporary privilege granted by a neighbouring ruler but the community’s original inheritance.

The tradition therefore functioned as what historians often call an invented tradition: not necessarily a cynical fabrication, but a story formalised and repeated because it expresses present institutions and values. San Marino’s later independence was real, as were its medieval government, statutes and diplomatic recognition. The legend placed those developments inside a much older and more coherent national biography.[Visita San Marino, portale ufficiale]visitsanmarino.comVisita San Marino, portale ufficiale History of San Marino | Visit San MarinoVisita San Marino, portale ufficiale History of San Marino | Visit San Marino

Modern official accounts generally preserve both layers. They present 301 as the traditional date while identifying 885 as the first documentary evidence. Confusion arises when tourist summaries, diplomatic introductions or popular lists remove the qualifying words and turn a symbolic origin into a precisely documented constitutional event. The “Stonehenge” that was not there

The most recognisable Sammarinese example of pseudoarchaeology concerns several stones at Ventoso, close to the border with the Italian municipality of Verucchio. They were promoted as possible menhirs—upright prehistoric monuments dating from the Neolithic or Bronze Age—and were periodically described as evidence of an unknown sacred complex.

The story received fresh publicity in 2017 when Archeo Misteri Magazine advertised a supposedly unknown “little Stonehenge at San Marino”. The imagery was powerful: mysterious stones hidden in vegetation, an ancient hilltop landscape and a location beside one of Europe’s smallest states. It supplied the ingredients of an archaeological discovery before the objects themselves had been convincingly identified as archaeological.[libertas.sm]libertas.smSan Marino. Menhir di Ventoso, il "mistero" che non c'è, a cura di Davide PezziSan Marino. Menhir di Ventoso, il "mistero" che non c'è, a cura di Davide Pezzi

Local historical commentary rejected the claim. Davide Pezzi’s detailed account noted that the stones had resurfaced repeatedly as a sensational mystery and that each revival was followed by another correction. The alleged monument stood in a roadside bank near modern infrastructure, yet no recognised archaeological investigation had established a prehistoric date, deliberate arrangement or ritual purpose.[libertas.sm]libertas.smSan Marino. Menhir di Ventoso, il "mistero" che non c'è, a cura di Davide PezziSan Marino. Menhir di Ventoso, il "mistero" che non c'è, a cura di Davide Pezzi

The case demonstrates a common pseudoarchaeological reversal. Instead of beginning with excavation, geological analysis, tool marks, stratigraphy and documented context, promoters began with resemblance: the stones looked capable of being menhirs, so an elaborate prehistoric story was constructed around them. Once the comparison with Stonehenge entered headlines, the absence of supporting evidence could itself be recast as part of the mystery.

San Marino’s genuine archaeology made the claim easier to believe. Mount Titano and the surrounding territory contain authentic prehistoric, Etruscan, Roman and Gothic material. The State Museum preserves artefacts from several of these periods, and excavations have identified real ancient activity in the area. A fabricated or mistaken discovery can gain credibility by attaching itself to a landscape where important discoveries genuinely have occurred.[researchgate.net]researchgate.netResearchGate(PDF) From the “Treasure of Domagnano” to…January 1, 2009 — THE ARCHAEOBOTANY IN THE REPUBLIC OF SAN MARINO revealed sever…Published: January 1, 2009

The Ventoso stones are therefore best classified as “fake archaeology” rather than a proven commercial fraud. There is no clear evidence that someone manufactured prehistoric objects and planted them. The deception lay in presenting an unsupported interpretation with the language and imagery of discovery, then allowing repetition to substitute for verification.

False reports in a very small news environment

San Marino’s population and tightly connected public sphere can make local falsehoods travel quickly. A report about one named person, institution or workplace may reach much of its intended audience through local websites and private messaging groups before professional verification catches up.

In 2017, for example, a false story claimed that a Sammarinese footballer had been arrested in connection with match-fixing. The country’s media ethics body criticised the publication of the unverified report. The episode was not an elaborate long-term hoax, but it illustrates how copied or carelessly handled claims can cause immediate reputational damage in a community where the subject is easily identifiable.[libertas.sm]libertas.smOpen source on libertas.sm.

During San Marino’s 2019 election campaign, political groups also accused opponents and media outlets of circulating strategically timed false reports. Such allegations should be treated carefully because politicians often use “fake news” as a label for disputed or unfavourable coverage. One documented example involved a claim concerning former senior official Antonella Mularoni that was reportedly contradicted by directly contacting her. The useful lesson is not that every political accusation was fabricated, but that elementary verification could sometimes resolve claims already moving through the campaign.[libertas.sm]libertas.smnotizie 2019 11 18 san marino rf fake news ad orologerianotizie 2019 11 18 san marino rf fake news ad orologeria

A less partisan example appeared in 2024, when an international media ranking placed San Marino near the top of a table for paid leave and public holidays. The Sammarinese trade union confederation challenged the calculation. It said the table had counted 20 paid public holidays and produced a total of 46 days, whereas the calendar contained 18 holidays and not all generated an additional paid day off when they fell on a normal rest day. Its estimate reduced the average total to 39 days.[libertas.sm]libertas.smCSd L: “A San Marino 20 giorni di festività retribuite: ma è una bufala”CSd L: “A San Marino 20 giorni di festività retribuite: ma è una bufala”

This was probably not a planned hoax. It appears more like a data error hardened by attractive presentation. Country rankings often conceal incompatible definitions: statutory holidays, contractual leave, weekends and compensation rules can be counted differently. San Marino’s unusual labour system then becomes a striking headline that readers repeat without checking the underlying method.

Scammers borrowing the state’s identity

Some modern deceptions use San Marino not as the subject of a false story but as a source of borrowed authority. In late 2023, fraudulent emails reportedly impersonated the Sammarinese Gendarmerie and told recipients that they were under investigation for child-abuse imagery. The apparent purpose was to frighten people into disclosing sensitive information or responding to the criminals.[libertas.sm]libertas.smOpen source on libertas.sm.

The mechanism is familiar but effective. The message invokes a serious offence, displays the name or insignia of a law-enforcement body and creates urgency. The recipient is discouraged from pausing to inspect the sender’s address, contact the real institution independently or ask why a criminal investigation would be conducted through a threatening unsolicited email.

San Marino’s state identity can be particularly useful to impersonators because it is genuine but unfamiliar to many outsiders. Its official documents, country code and diplomatic institutions look distinctive, while recipients may not know the correct administrative procedures well enough to spot anomalies. Authentic Sammarinese diplomatic passports and other travel documents are recorded in European document databases, but the existence of a real document type does not authenticate an image, email or seller claiming to represent it.[European Council]consilium.europa.euEuropean Council PRADOEuropean Council PRADO

The same caution applies to websites offering easy Sammarinese citizenship, passports, diplomatic status or official appointments. San Marino has restrictive nationality procedures; its sovereignty does not create a secret shortcut through which an agent can casually sell citizenship or immunity. Claims should be checked against current government and consular information rather than testimonials, decorative seals or scans of official-looking documents.

Why these stories keep returning

San Marino’s hoax history is less a parade of master forgers than a study in blurred boundaries. Four recurring conditions make its stories durable.

Ancient claims carry prestige. Calling San Marino the world’s oldest republic is broadly defensible when referring to its exceptional continuity, but it becomes misleading when treated as proof that a fully formed republic was documented in 301. The stronger the national distinction, the more tempting it is to remove historical qualifications.

Real archaeology supports imaginary archaeology. Authentic prehistoric and ancient remains around Mount Titano make an alleged new monument seem plausible. Audiences may confuse “people lived here in prehistory” with “these particular stones are a prehistoric ceremonial structure”.

Small-state novelty attracts repetition. A surprising claim about a little-known country—extraordinary holidays, unusual laws or secret privileges—travels well because few readers possess enough local knowledge to challenge it immediately.

Institutional symbols can be copied cheaply. Digital criminals do not need to forge a passport or occupy a police station. A logo, official title and threatening message may be enough to create the appearance of state power.

The best way to assess a Sammarinese claim is therefore to ask what kind of statement it is. A religious legend should not be judged as though it were a notarised constitutional record. An archaeological claim requires physical context and expert investigation, not visual resemblance. A news report about a named person needs direct confirmation. A message from an authority should be verified through independently obtained contact details.

San Marino’s most persistent doubtful stories survive not because Sammarinese people are unusually credulous, but because the republic offers unusually potent raw material: great antiquity, an improbable record of political survival, a dramatic mountain landscape and the mystique of a sovereign state small enough to remain unfamiliar.
