Introduction
On 23 May 2021, Ryanair Flight FR4978 was travelling from Athens to Vilnius when Belarusian air-traffic control informed the crew that a bomb threat had been received and recommended an immediate diversion to Minsk. After the Boeing 737 landed, Belarusian authorities arrested opposition journalist Raman Pratasevich and his companion Sofia Sapega. No bomb was found. Subsequent international investigations concluded that the warning used to justify the diversion was deliberately false.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. The incident stands out in Belarus’s history of disputed truth claims because it was not a forged document, fabricated photograph or internet rumour. Instead, the deception relied on the authority of official aviation systems. Pilots, passengers and foreign governments initially had to respond to what appeared to be a routine aviation security alert. The later discovery that the threat itself was false transformed the episode into one of the most consequential cases of alleged state-sponsored deception in modern civil aviation.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. What the Pilots Were Told
Flight FR4978 entered Belarusian airspace while nearing the end of its journey to Lithuania. According to recordings and investigative findings, Minsk air-traffic controllers informed the crew that authorities had received information about a bomb on board and recommended diverting to Minsk. The warning was presented as an urgent aviation-security matter rather than a political operation.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. It is observed that a number of States connect…
The situation placed the pilots in a difficult position. Airline crews are trained to treat bomb threats seriously because the consequences of ignoring a genuine warning can be catastrophic. Even when a threat seems doubtful, aviation procedures generally favour caution. The warning therefore carried weight not because the evidence had been independently verified, but because it came through recognised air-traffic control channels.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. It is observed that a number of States connect…
Belarus later argued that it had acted in response to a threatening email supposedly sent in the name of Hamas. Hamas denied involvement, and investigators would later uncover serious inconsistencies in the timeline surrounding the message.[Wikipedia]WikipediaRyanair Flight 4978Ryanair Flight 4978
How Investigators Reconstructed the Warning
The central question was simple: did a credible bomb threat exist before the diversion order was communicated to the aircraft?
Investigators from the International Civil Aviation Organization (ICAO), the United Nations body responsible for international aviation standards, examined emails, air-traffic-control records, interviews, technical data and communications supplied by several states and organisations. Their reconstruction of events revealed a timeline that undermined the official justification.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. It is observed that a number of States connect…
One of the most important discoveries concerned the threatening email itself. Evidence obtained from email providers and other sources indicated that the message cited by Belarusian authorities arrived after the aircraft had already been informed of the bomb threat. In other words, the document presented as the basis for the warning could not have triggered the initial decision because it appeared too late in the sequence of events.[wikipedia.org]WikipediaRyanair Flight 4978Ryanair Flight 4978
The ICAO fact-finding investigation concluded that the bomb threat was deliberately false. Investigators also noted gaps in the evidence available from Belarusian authorities, including missing records and unavailable communications that might have clarified decision-making inside the government and aviation system.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. It is observed that a number of States connect…
As additional evidence emerged, ICAO’s governing council moved beyond merely identifying a false threat. In 2022 it condemned Belarus for unlawful interference with civil aviation, concluding that senior Belarusian officials had been involved in orchestrating the diversion.[unitingaviation.com]unitingaviation.comBy Uniting Aviation. Why Many People Initially Accepted the Story
The bomb warning gained immediate credibility because it exploited normal assumptions about aviation security.
Commercial aviation operates on the principle that even improbable threats must be investigated. Airports receive occasional warnings, many of which ultimately prove false, but airlines and air-traffic authorities cannot simply dismiss them. The Belarusian warning therefore resembled a familiar security scenario rather than an obviously fabricated claim.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. It is observed that a number of States connect…
Several factors also made independent verification difficult in real time:
- The communication occurred between pilots and air-traffic controllers rather than in public view.
- Passengers had little information beyond announcements made during the flight.
- Security investigations normally involve confidential procedures and restricted communications.
- The aircraft was still inside Belarusian-controlled airspace when key decisions were made.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. It is observed that a number of States connect…
The effectiveness of the deception therefore rested less on an elaborate forgery than on the authority attached to official aviation channels.
The Arrest and the Suspected Purpose
The diversion became internationally controversial because of what happened after landing.
Belarusian authorities arrested Raman Pratasevich, a prominent opposition journalist and former editor associated with the Telegram channel NEXTA, which had played a major role in covering protests against President Alexander Lukashenko’s government. Sofia Sapega was also detained.[The Guardian]theguardian.comThe Guardian A fake Ryanair hijackBelarus's state-overseen transnational repression includes intimidation, surveillance, and espionage within EU countries like Poland and…
The timing of the arrests immediately led critics to argue that the bomb warning had served as a pretext rather than a genuine security measure. The absence of any bomb, combined with the later findings about the email timeline, strengthened that interpretation. By the time ICAO completed its investigation, the dominant international assessment was that the threat had been fabricated to secure the aircraft’s diversion and enable the arrests.[icao.int]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3. It is observed that a number of States connect…
This distinguishes the episode from many classic hoaxes. The apparent objective was not to persuade the public to believe a false story indefinitely. The false claim functioned as a temporary operational tool that only needed to remain credible long enough to alter the aircraft’s destination.
Why the Diversion Damaged Aviation Trust
The significance of FR4978 extends beyond Belarusian politics. International civil aviation depends heavily on trust between states, airlines, airports and air-traffic-control authorities.
Pilots routinely make safety decisions based on information supplied by national authorities. If bomb warnings can be manipulated for unrelated purposes, crews may face uncertainty about whether official alerts are genuine. The concern was not that future bomb threats would automatically be ignored, but that confidence in the neutrality of aviation-security communications had been damaged.[Flight Safety Foundation]flightsafety.orgunlawful interferenceFlight Safety FoundationUnlawful Interference20 July 2022 — The International Civil Aviation Organization (ICAO) Council is condemning Be…
The international response reflected those concerns. Governments, aviation organisations and regulatory bodies treated the case as more than a political dispute because it touched the foundations of the global air-transport system. ICAO’s condemnation framed the episode as unlawful interference with civil aviation rather than merely a diplomatic disagreement.[unitingaviation.com]unitingaviation.comBy Uniting Aviation. For historians of deception, the case is notable because it demonstrates how a false claim can achieve extraordinary consequences when delivered through a trusted institutional channel. The bomb warning did not spread through rumour, social media speculation or forged evidence. It travelled through the infrastructure of international aviation itself, giving a fabricated threat the appearance of official reality until investigators painstakingly reconstructed what had actually happened.[ICAO]icao.intReport of the ICAO Fact-Finding InvestigationBelarus and Lithuania it is considered that the bomb threat was deliberately false. 4.9.3.
